Re-inventing BOL

There was a day in May 2015 when hundreds of Bolwala were chanting slogans in support of Mr.Shoiab Ahmad Shaikh, founder of Bol media group, when he was being arrested and there was a day after a year, when only few dozen people were present outside Karachi jail from where Mr.Shaikh was released on bail in Axact fake diploma mill case that lodged against him and company after a story published in USA based newspaper The New York Times on 17 May 2015. This one year was horrible, not only for Shoaib Shaikh and Bolwalas but entire media industry of Pakistan. Quickest action was recorded against Axact and Bol after publishing a story that may be a history in Pakistan.

This debate is not much relevant whether this was a conspiracy or a truth, but this is also a fact that after a year and on, no one is convicted in said case of fake diplomas and this is also naked truth that Mr. Shaikh or his company never sued The New York Times or reporter Declan Walsh to write this story. Bol which engaged top journalists of Pakistani media industry principally from Geo from its top slot anchor Kamran Khan and MD Mr. Azhar Abbas. Geo ‘s Karachi bureau chief Faisal Aziz Khan also picked by Bol and after that a long queue of Geo employs from NBC to Muhammad Usman start boarding this Titanic in making . Heat felt by Geo initially and industry as a whole afterward. Mr. Shaikh who was very outspoken that time, spoke extra and well before time. He created an environment of unbelievable among journalists. A race began to catch that ship and at the time every notable head was counted on Bol’s deck.

Right after publishing the story in New York Times these notables start jumping the ship as they were well his conscience would not let him continue” follow the same sense by Azhar abbas and parted ways. Another big gun Iftikhar Ahmad wrote “cannot work for an organization whose basic workings conflict with my professional commitment.” And likewise one after one vice president left the sinking ship and rival media houses which initially said no one will take this journalist but Dunya news breached this unsigned pact by announcing that it’s going to appoint Kamran Khan as president of its organization and then Geo took back Azhar. Muhammad Usman who went Bol from Geo came in Dunya news as director news and resigned later to join Neo news. Wajahat S Khan another journo joined Dunya as an anchor and defense analyst and still working.

In Islamabad Mushtaq Minhas was in from row, who was hosting show Bolta Pakistan with Nusrat Javed on

aaj tv before joining Bol said goodbye to journalism and elected MLA in Azad Kashmir assembly on PMLn ticket and became minister now and Nusrat Javed joined Dawn News. In Lahore Mr Khawar Naeem Hashmi struggled a lot for Bol ,set up camp at Lahore press club and a march toward Islamabad and kept Bolwala team members in sprits but at last joined 92 News and still there. In Karachi all many big names left Bol to save their image and others, when accounts of company became dry. In this bleak situation some staffers did not give hope and continue struggle hoping reinventing Bol. Mr. Faisal Aziz Khan was the central character who kept hope alive and eventually Mr. Shaikh granted bail.Meanwhile ARY owner Salman Iqbal announced on his TV that ARY will take over BOL and starts it trasmission in next few weeks and Business man Aqeel Kareem Dhedi also anounced to give Rs 5M to Bol but nothing worked.

As Mr. Shaikh walks out from jail things starts backs to normal but with very slow pace. Bol admin announced that it will regain its strength and will start Bol again with slogan of Pehly se bhi ziada. In his first which also placed on Bol website he assures every Bolwala as under

This message by Mr. Shaikh was a ray of hope for many displaced staffers who still not employed any other place. That staff started gathering to re-launch this TV. Bol TV may be launched sooner or later but at the moment big question on surface is finance, because during this period FIA also frozen accounts of company which being restored gradually. Thing getting back to normalcy but with very slow pace that is much logical as money is the central character to start Bol again.

According to me and many critics of industry biggest mistake which was committed by Shoiab Ahmad Shaikh was its “over marketing”. His continues deep throated growl against media owners triggered a spark against Bol. Calling media owners “Saiths” was another cause of harsh fury. Some media industry insiders says that this kind attacks threatens existing media owners and they start thinking to counter this, and because his own house was not much in order so whole industry was united against Bol. I wrote soon after Walsh story that if Shaikh sb start this anti Saith campaign after starting transmission of Bol , this episode might be avoided.

Again there is chance to fulfill his wish to be a media owner and if Shoaib adopted same strategy again he will fail again and if he fail again he will be not be able to wish again. So a simple solution is to start transmission first and not test transmission this time. Shaikh should start channel with available resource in hand. After launching, he may modify its business model to make it more economically viable. If once, it hits the air successfully more serious and trained human resource will be attracted. He should not take back big guns onboard in first phase because firstly it will be tough to handle then commercially and secondly that staff will be demotivated which suffers a lot due and for BOL.

NOTE: One of key Bol staffer officially confirms to me after publishing this article that Bol will hit the airwaves after 76 days. Fingers crossed

Sabotaging SAARC

I was part of a media conference, titled South Asia Looking East, arranged by the East West Centre International in New Delhi from September 8 to 11. Following the moot, the participants were invited to a dialogue on September 12 to discuss cooperation among South Asian journalists.

A senior Indian journalist claimed that the 19th SAARC conference, scheduled to take place in Pakistan in November, would be called off. Her announcement came just before SusanKreifels, the East West Centre media programmes manager, was to kick start the formal talk.

During South Asia dialogue in Delhi 

The news came as a shock for the audience at Delhi’s Hans Hotel conference hall. They asked her if it was a fact or her desire. She replied, “This is news.” But I believe that it was her desire.

Another senior journalist from Sri Lanka, said, “The Indian prime minister might skip the conference but there is no question of calling it off.”

Indian journalist’s news surfaced at a time when Uri attack had not taken place, no unusual discussion on the Indus Water Treaty was underway and even the UNGA meeting was not under discussion. Does that mean New Delhi had decided to fail the SAARC Conference even before the Uri attack?

This is not the first time the regional cooperation forum has suffered from such issues. However, it is still struggling to narrow down the gap among its members. Two years ago, the conference had held in Nepal and Pakistan PM Nawaz Sharif had refused to use an Indian car there. Instead, he had taken a car from Pakistan to Nepal.

The word ‘cooperation’ becomes awkward when a leader from one of SAARC members refuses to board a bullet-proof car from another member country. What could be the level of expectations when leaders from two member countries don’t even like to come across each other. This is not a new phenomenon; it has been prevailing from decades and SAARC has failed to narrow this trust deficit between two nuclear rivals.

India is not only fleeing from this meet but also forcing other small nations in the region to remain absent from the summit. Following India, Shaikh Haseena-led government in Dhaka has also run away. The Indian media is claiming that Bhutan and Afghanistan, too, will boycott the summit. If India has done so this time, Pakistan will do the same next time. Why is this forum needed further? and eventually it happend and Nepal as chairman announced its cancelation. 

South Asian Association for Regional Cooperation (SAARC) was established in 1985 with the aim of economic cooperation of seven countries located in South Asia. Afghanistan was given membership as 8^th state in 2007, the combined economy of SAARC is 3^rd largest in the world in terms of GDP as purchasing power parity after the United States and China. Despite being so powerful and important regional club

SAARC could not prove itself as relevant as other such economic blocks in the world. SAARC has six Apex bodies namely SAARC Chamber of commerce & Industry (SCCI), South Asian Association for Regional Cooperation in Law (SAARCLAW), South Asian Federation of Accountants (SAFA), South Asian Foundation (SAF) , South Asian Initiative to End Violence against Children (SAIEVAC) and Foundation of SAARC Writer and Literature (FOSWAL). These bodies exist only on papers with some offices and office bearers but nothing to deliver practically.

After observing the activities of this white elephant (SAARC) it is easily derived that the existence of such forum  is worthless for its member countries and sure no weight among other nations. Number of deliberations and proposals are discussed among member’s nations and other analysts to improve its performance but results are the same that no result.

It is proven fact that engagement is far better than fleeing away or sitting in the corner what India is opting this time and forcing other nations to do the same and do the same for what? Is this forum is belong to Pakistan only? Answer is in negative, this body is for all 8 nations and should not be jeopardies  by one of its members only. If India think it should boycott this conference and also think this step can sooth its convection it should opt this but forcing other nation is a crime against people living under poverty line. If this practice continues this forum will be no longer exist.

I have a views that if this region wish to gain progress on economic front then this forum must be expand with WAARC (South and West Asia Association of Regional Cooperation) instead of SAARC.

2 more nations from South West Asia, that obviously China and Iran to balance power and better usability of this club and curtail it to only economic cooperation. In existing SAARC two powerful and rival nations Pakistan and India, with their so many conflicts is major hurdle to bring cooperation among member countries and not breakthrough is possible unless these 2 remain opponents. To overcome this phenomenon two more powerful and impotent nation is needed to bring in and expand this forum to enhance profitability. A European Union like economic block it may be established. Good relations between Pakistan and China and Iran’s alignment with India will help to resolve difference between India and Pakistan as well. By entering China and Iran in the ring will attract rest world to give weight age to this forum.

میرے نبی صلی اللہ علیہ وسلم نےفرمایا تھا کہ اختلاف میری امت میں ایک رحمت کی مانند ہے لیکن ہم نے اس اختلاف کے درمیان  سے ت نکال کرآخر میں فٕٹ کرکے اس کو مخالفت بنالیا اور پھراختلاف، جو رحمت تھا مخالفت بن کر ہمارے منہ سے ہر وقت جھاگ کی طرح بہنے لگا۔ذاتی مفاد میں کسی کی پگڑی اچھال پروگرام سوشل میڈیا پر شروع کیا اور پھر مطالعے سےعاری عام لوگ اسی نظریے سے اس کا پرچار کرنے لگے کہ جھوٹ سچ معلوم ہونے لگے۔

میں پچھلے آٹھ سال سے ایکسپریس میڈیا گروپ سے وابستہ ہوں ۔یہ میڈیا گروپ ریاستی نظریات کا سب سے بڑا پرچارک ہی نہیں بلکہ محافظ بھی ہے۔کشمیری مجاہد برہان وانی کی شہادت کے بعد جب بھارت نے ریاستی دہشتگردی کے ذریعے کشمیریوں کوکرفیو میں رکھ کر ان کی آوازدبانے کی کوشش کی تو یہ پورے پاکستان میں صرف ایکسپریس نیوزہی تھا جس کو بھارت سے ایسا کھلا جواب مانگنے کی توفیق اور ہمت ہوئی ۔۔۔چھروں سے زخمی کشمیریوں کے

چہرے جس تواتر سے ایکسپریس نیوز نے اپنی سکرین پر دکھائے اس کی مثال نہیں ملتی ۔ بھارت جواب دو کی مہم کا ایسا اثر ہوا کہ میرا اپنا ویزہ باقاعدہ روک دیا گیا کیونکہ میں بھی اس مہم کا ایک چھوٹا سا حصہ تھا۔مجھے ویزہ جس طرح دیا گیا وہ الگ ایک کہانی ہے۔

میں جب بھارت میں تھا تو بھارتی صحافیوں اور جس جس تک ایکسپریس نیوز کی وہاں رسائی تھی ان سب کی طرف سے مجھے تندوتیز سوالات کا سامنا کرنا پڑا کہ یہ کیا مطلب ہو اکہ بھارت جواب دو۔۔کس بات کا جواب مانگ رہا ہے ایکسپریس نیوز۔۔مجھے بھی وہاں یہ بتانے کا موقع ملا کہ ایکسپریس نیوزبھارت سے اس بات کا جواب مانگ رہا ہے کہ کسی کو گھروں میں قید کرکے پانی اور کھانا بند کرکے انٹرنیٹ اور فون سے دور کرکے ان کے چہروں کو چھروں سے چھلنی کرکے انسانوں سے صرف اختلاف رائے کا بدلہ کیسے لیا جاسکتا ہے؟ ۔۔بس اسی بات کا جواب مانگ رہا ہےایکسپریس نیوز۔بھارت جواب دو مہم کے مصنف کا نام فہد حسین ہے۔وہ فہد حسین جس نے بھارت جیسے پاکستان دشمن  ملک کو دیکھنے کا مؤثرترین نظریہ ہمیں دیا۔

اعتراض بات ہے( ویسے تو کوئی تھی ہی نہیں) تو وہ ٹریبیون کی رائے نہیں ہے بلکہ ٹائمز آف انڈیا کی ہوسکتی ہے ۔ دوسرے الفاظ میں ٹریبیون نے دیگر پاکستانی اخبارات کی طرح اس خبر کو اوون نہیں کیا بلکہ صرف رپورٹ کرتے ہوئے بتایاکہ یہ بھارتی اخبار میں شائع ہوئی ہے۔ لیکن دوسری طرف دی نیوز نے اسی خبر کو واشنگٹن میں اپنے نمائندے واجد علی سید کی بائی لائن سے شائع کیا اور اس خبر میں مکمل اونرشپ بھی لی ۔ میرے دوست جو میڈیا میں ہیں وہ جانتے ہیں کہ

دونوں میں کیا اور کتنا بڑا فرق ہے۔ اس خبر کو بی بی سی نے بھی رپورٹ کیا۔

یہ خبر 22ستمبر کو پاکستان کے میڈیا میں آئی لیکن ایکسپریس نیوز نے اس خبر کو اپنی سکرین پر جگہ دینے کے قابل ہی نہیں سمجھا یہ فیصلہ بھی ایکسپریس نیوزکے لیڈر فہد حسین نے ہی کیا ۔آپ سب لوگ جانتے ہیں کہ ٹی وی پر خبر آنے کا کیا مطلب ہوتا ہے ۔ٹی وی پاکستان کے عام لوگ دیکھتے اور اس پر یقین کرتے ہیں اسی طرح اردو اخبارات بھی میری طرح کےعام لوگ پڑھتے ہیں لیکن انگریزی اخبارات کے قارئین زیادہ پڑھے لکھے اور تجزیہ

کرنے کی صلاحیت کے حامل افراد ہیں اور یہ بہت ہی کم تعداد میں بھی ہیں۔ یہ خبر 22ستمبر کو ٹریبیون میں شائع ہوئی لیکن ایک دن بعد 23ستمبر کو صبح سوشل میڈیا پر صرف ٹریبیون اور اس کے ایڈیٹرفہد حسین کو ٹارگٹ کرکے طوفان بدتمیزی برپا کردیا گیا ۔ میں نے ان ٹویٹس  کو بڑے غور سے پڑھاہے اس کے بعد ایک بات بہت ہی واضح نطر آئی کہ یہ مہم

چلانے والے فہد حسین کو جانتے ہی نہیں ہیں یا پھر فہد حسین کے خاندانی پس منظر اور اس کے محب وطن ہونے کو بہت اچھی طرح جانتے ہیں۔دونوں صورتوں میں ہی یہ ٹوئٹر کے جہادی کم از پاکستان کی خدمت تو نہیں کررہے یا شاید کچھ مفاد پرست عناصر اپنے ایجنڈے کو اس خبر میں لپیٹ پر بیچنے کی کوشش کررہے ہیں۔میری ٹوئٹر کے ان جہادیوں جو فہد حسین کونہیں جانتے ہیں ،سے درخواست ہے کہ وہ گوگل چاچو کی مدد لیں فہد حسین لکھیں اور ان کے آرٹیکلز سرچ کریں پھر کسی بھی ایک آرٹیکل کو ٹھنڈے دماغ سے پڑھیں بھلے تعصب کی عینک لگالیں آپ کو فہد حسین میں ایک سچا اور محب وطن پاکستانی ہی نظر آئے گا۔ مزید ضرورت پڑے تو فہد حسین کی زیر نگرانی چلنے والے ٹی وی ایکسپریس نیوزکی پچھلے چار دن سے کوریج کو دیکھ لیں پتہ چل جائے گا ایکسپریس میڈیا اور فہد حسین کس کے ایجنڈے پر ہیں ۔اگر وہ کچھ نہ ملے جو کچھ تعصب زدہ اور مطالعہ سے عاری دیکھنایا دکھانا چاہتے ہیں تو خدارا مطالعے کی عادت ڈالیں کہ مطالعہ چاہے شخصیات کاہو ،اداروں کا ہویا تاریخ کا جب یہ رک جاتا ہے تو انسانی رویوں میں تباہی کے سوا کچھ نہیں لاتا۔۔۔

پندرہ مئی 2016کوجب لاہور ایئرپورٹ سے کراچی میں سنٹرفارایکسی لینس ان جرنلزم(سی ای جے) کی نیوزروم مینیجمنٹ ورکشاپ کے لیے اڑان بھر ررہاتھا تواس قافلے میں شریک صرف ایک دوست اورکولیگ اویس حمید ہی تھے جنہیں میں جانتاتھا،یاپھراس سنٹرکی مس مودی سے سمعی رشتہ تھا جن کی اس ورکشاپ کے لیے اپلائی کرنے کے چند لمحے بعد ہی ایک ٹیلی فون کال موصول ہوئی تھی صرف یہ معلوم کرنے کے لیے کہ کیا آپ آنے میں سنجیدہ ہیں؟میں نے اپنی سنجیدگی کا یقین دلایا توانہوں نے میری نشت کنفرم کردی ۔اس طرح کی اہم ٹریننگ کے لیے اتنےآسان طریقہ انتخاب نے خوش گوار حیرت میں ڈال دیا۔مس مودی نے ہی روانگی سے ایک روز قبل فیس بک پر ایک گروپ بنادیا جس میں کچھ ممبرزسے نام کی حدتک شناسائی تھی ان میں فواد خورشید اور تیمورشجاع شامل تھےسٹی فورٹی ٹوکے زین نقوی سے دوستی تھی لیکن ان کی موجودگی کا پتہ کراچی ایئر پورٹ پر اترنے کےبعد چلا۔

لاہور ایئرپورٹ کے بورڈنگ لاؤنج میں بیٹھا جہاز کی روانگی کا انتظار کررہاتھا تو عائشہ وٹوتشریف لے آئیں ان سے شناسائی بھی فیس بک کے اسی گروپ سے ہوئی تھی، لیکن ان کی موجودگی اس لیے کھٹک

رہی تھی کہ نیوزروم کی ورکشاپ میں پیمراکاکیاکام؟تھوری دیر بعد ان کے ساتھ ایک اور لڑکی آکربیٹھ گئی ان کے بارے میں بھی یہی سمجھا کہ پیمراسے ہی ہوں گی کراچی جاکران کی شناخت میرے لیے آمنہ منصور کے نام سے ہوئی۔میرے لیے یہ سفراس لیے بھی بہت خوشگوارتھا کہ میں پہلی مرتبہ کراچی جارہاتھا۔کراچی ایئرپورٹ پراترتے ہی حسب پروگرام آواری ٹاورکی گاڑیاں ہمیں ہوٹل لے جانے کے لیے تیارکھڑی تھیں۔دن دوبجے کے قریب ہوٹل پہنچ کر چیک ان کیا یہ اتوار کا دن تھا اور ورکشاپ اگلے روز شروع ہونا تھی سویہ دن کمرے میں ہی گزارااور رات ڈنر کے لیےہوٹل کی چھت پر لگے اسکائی باربی کیوپر چلے گئے۔وہیں ایک کونے میں بیٹھے فواد خورشید سے ملاقات ہوگئی تو احسن رضا ورکشاپ کے منٹورمسٹرباب گبوڈی کو ہم سے ملانے لے آئے۔ باب گبوڈی کا تعلق امریکی ریاست فلوریڈا سے ہے ۔باب بہت سینیئر جرنسلٹ اور فلوریڈا ٹائمزکے ایگزیکٹوایڈیٹرہیں۔باب نے بھی واپس جاکر کراچی اور پاکستان کے حوالے سے اپنی خوشگواریادیں اپنے بلاگ میں لکھی ہیں۔

کے آگے آسکتاہے۔باب اپنے ڈرائیورکوآئن سٹائن سمجھتا تھا لیکن یہاں ہرگاڑی چلانے والاایسے ہی ٹرینڈ ہے۔کراچی کی تیز سمندری ہوایہاں درجہ حرارت کم رکھنے کےلیےواحد نعمت ہے وہیں مجھے یہ ہوابہت بری لگتی تھی ایسا موسم لاہور میں صرف اگست میں ہوتا ہے جب ہوا میں نمی اور حبس اس قدر بڑھ جاتا ہے کہ لوگ لو کی دعا مانگتے ہیں لیکن اس حبس اور ہوا کا صرف چھ دن سامنا کرنا تھا اس لیے زیادہ پرشانی نہیں تھی۔

کی چوتھی منزل پر سینٹرفار ایکسی لینس ان جرنلزم قائم کیا گیاہے۔امریکی اداروں کے تعاون سے بنایا گیا یہ سنٹرپاکستان جیسے ملک میں یہاں ٹریننگ کے مواقع نہ ہونے کے برابرہیں،کسی بڑی نعمت سے کم نہیں۔اس سنٹرمیں یہاں مکمل ٹی وی اسٹوڈیو اور آن ایئرکرنے کا انفرااسٹرکچر ہے وہیں ایک خوبصورت اور جدید نیوزروم بھی بنایاگیا ہے۔اس نیوزروم کے ساتھ ایڈیٹنگ سویٹ دیکھ کر تومیں مبہوت ہوکررہ گیا۔ایسے جدید ایڈیٹنگ سسٹم شاید پاکستان کے کسی بھی نیوزچینل میں موجود نہیں ہیں۔

صبح دس بجے کلاس شروع ہوئی توباب نے ہمیں خوش آمدید کہا،35صحافی کمرے میں موجود تھے۔پہلا سیشین تعارف کا تھاجس میں ہمیں ایک دوسرے سے شناسا ہوناتھا۔یہ سیشن بہت مفید رہا۔اپنے ان دوستوں سے جو ہمارے ساتھ اسی شہر میں دوسرے چینلز اوراخبارات میں کام کرتے ہیں ان سے ملاقات کراچی کی اس ورکشاپ کی بدولت ممکن ہوئی اسلام آباد سے آئے کچھ ساتھیوں سے جان پہچان اور پیمراسے آئے چارافراد سے بھی شناسائی ہوئی اور ورکشاپ کے دوران کچھ معاملات پران کا نقطہ نظرجاننے کا موقع بھی ملا۔ ہمیں حیرت اس وقت ہوئی جب نیوزروم کی اس ٹریننگ ورکشاپ میں اسلام آباد سے دو رپورٹربھی حصہ لینے میں کامیاب دیکھے گئے۔اس لیے خاموش رہے کہ یقینی طورپر پیمرانمائندوں کوشامل کرنے کی طرح رپورٹرزکوحصہ بنانے میں بھی کوئی مصلحت ہوگی۔

پانچ دن کی اس ورکشاپ کا ہر سیشن ہی خوب تھامجھے جو کمی محسوس ہوئی اس کا اظہارمیں نے وہاں بھی کردیاتھا کہ اس ٹریننگ میں زیادہ تعداد ترٹی وی صحافیوں کی تھی لیکن اس ورکشاپ کے دونوں ترینرزکا تعلق پرنٹ میڈیا سے تھادومیں سے ایک کاانتخاب ٹی وی نیوزروم سے ہوتاتوافادیت دوگنا

ہوجاتی لیکن یہ کمی دوسرے ٹرینرکمال حق صدیقی صاحب پوری کرنے میں کافی کامیاب رہے۔کمال صدیقی صاحب جب بھی آتے کلاس میں تحریک پیدا ہوجاتی ۔کمال صاحب بھی باب کی طرح پاکستان کے سینیرجرنلسٹ اور ایکسپریس ٹریبیون کے ایڈیٹرہیں،کمال صدیقی اس سنٹر کے ڈائریکٹربھی ہیں صحافتی اخلاقیات اور ضابطہ اخلاق پر ان کا سیشن کمال کاتھا۔کچھ دیر بعد ایک لڑکی کیمرہ اٹھائےکمرے میں داخل ہوئی ۔تصاویر بنانا شروع کیں تو پتہ چلا یہ مس مودی(مدیحہ) ہیں۔مدیحہ کی ڈیوٹی تصاویر اور دوسری سرگرمیوں کوسوشل میڈیا پر ڈالنا بھی تھا۔پانچوں دن انہوں نے تصاویر بنائیں لیکن مجھے ان سے گلہ ہی رہا کہ کلاس میں میری جگہ ایسے کونے میں تھی کہ ان کی کوشش کے باوجودنہ میں کسی تصویر میں آسکا اور نہ میرے ساتھ بیٹھااویس ۔جب بھی ہم فیس بک پراپنی کلاس کی تصاویر دیکھتے مایوس ہی ہوتے لیکن اس میں قصور ہماراہی تھا کہ اپنی جگہ تبدیل کرنے کی مکمل آزادی کے باوجود ہم درویشوں کی طرح اسی کونے میں پانچ دن باقاعدگی سے بیٹھتے رہے۔ہمارے ورکشاپ کے ایک کولیگ ریحان حیدر بھی باقاعدگی سے کیمرہ ساتھ لاتے تھے انہوں نے بھی تھوک کے حساب سے تصاویربنائیں لیکن ہمارے ساتھ ان کاسلوک بھی مس مودی سے بہت مختلف نہیں تھا۔جب ہم نے یہ لکھاتوانہوں نے اس کو چیلنج کردیا اور اپنی سیکڑوں تصاویر میں سے ہمارے صرف ایک تصویر ڈھونڈنے میں کامیاب ہوئے جس میں صرف ہم ہی خود کو پہچان سکتے تھے۔

پہلے ہی دن مدیحہ نے اعلان کیا کہ الوداعی ڈنر اور تصویر دوسرے ہی دن کھینچ لی جائے گی کیونکہ

آئی سی ایف جے (انٹرنیشنل سنٹر فار جرنلسٹ) کی ڈپٹی وائس پریزیڈنٹ علیزاٹینسلے جو پاکستان میں تھیں انہوں نےواپس جانا ہے اور سنٹرکی خواہش ہے کہ وہ اس ڈنر اور تصویر میں شامل ہوں اس لیے الوداعی ڈنر افتتاحی روز ہی رکھ دیا گیاہے۔اگلے دن تصویر بنائی گئی اور رات آٹھ بجے کراچی کی مشہوراور دلفریب فوڈمارکیٹ دودریا پر ڈنر ہمارا انتظارکررہاتھا اس ڈنر میں جیونیوزکے اظہر عباس صاحب بھی شریک تھے۔اگلےروزوہ ایک سیشن کے لیے ورکشاپ میں بھی شریک ہوگئے ۔ان کاسیشن بھی یادگاررہا۔۔سمندر کنارے بیٹھ پر کھانے کا لطف اور بھی بڑھ گیا۔

 سی ای جے میں ہماری کلاس چوتھی منزل پرہوتی تھی لیکن ہمیں محبت پانچویں فلور سے ہوگئی تھی کیونکہ ہمارے کھانے کا انتظام پانچویں فلورپر تھا،ہرڈیڑھ گھنٹے بعدہائی ٹی اور دوپہرمیں بوفے لنچ یوں لگتاتھا کہ ورکشاپ توایک بہانہ ہی ہے اصل کام توکھانے اور چائے کا ہے۔اس میں کوئی شک نہیں کہ سنٹرنے ہماری میزبانی میں کوئی کسرباقی نہیں چھوڑی تھی۔لاہور سے لاہور تک کا ہوائی سفراور کراچی میں پانچ ستارہ ہوٹل میں ناشتے اور ڈنر کے ساتھ قیام اس کی مثالیں ہیں۔

کلاس سے پانچ بجے فارغ ہوکر ہوٹل پہنچتے تواس کراچی کو قریب سے دیکھنے کی خواہش مچل جاتی جس کو اب تک صرف بری خبروں اور ٹی وی پر ہی دیکھتے رھے۔کراچی ہم کبھی پوری طرح نہ دیکھ

 پاتے اگر ہمارے دوست ایکسپریس نیوزکے ڈائریکٹرکریٹو صمد خالق،آج ٹی وی کے حمیرانور،نیوزون کےایگزیکٹوپروڈیوسرحسنین خواجہ اور ایکسپریس نیوزکے بیوروچیف فیصل حسین اس کی ذمہ داری نہ لیتے۔

حمیر ہمیں ہوٹل سے اٹھاتے اور ساحل سمندراور برنس روڈ،ڈولمن مال لے جاتےتوصمد بھائی نے نائن زیروجانے میں ہماری مددکی۔صمد نے ہوٹل میں ہمیں طویل کمپنی دی توکبھی رات کے درمیانی پہربوٹ بیسن پرکھانے کےلیے لے گئے،صمد بھائی بہت ہی سویٹ انسان ہیں تو حمیرکی خوشی نے ہمیں اپنی اہمیت کااحساس دلائے رکھا۔ناصربٹ نے کراچی پریس کلب میں ہمیں داخل کرانے میں بڑاکرداراداکیا(کراچی پریس کلب میں داخلے کی کہانی طویل ہے جو پھر کبھی لکھوں گا)اور اپنی لینڈکروزرمیں کراچی کی سبھی سڑکیں ہمیں دکھائیں۔

سی ای جے کی سربراہ کرسٹی لوڈرنے تھوڑالیٹ جوائن کیالیکن آخری دو دن مسلسل ہماری کلاس میں موجود رہیں۔کھانے کی میزپر بھی ساتھ دیاوہ سنٹر کی اور ذمہ داریوں میں زیادہ مصروف رہیں اس لیے ہم ان کی باتوں سے محروم رہے لیکن ہماری خواہش ضرورتھی کہ وہ بھی ایک سیشن میں ہماری رہنمائی کرتیں لیکن کورس میں شامل نہ ہونے کی وجہ سے ایسا نہ ہوسکا۔

20مئی ورکشاپ کا آخری دن تھا،باب آخری سیشن تک اسی توانائی سے ہمیں سکھانے کی کوششوں میں جتے رہے جیسا پہلے دن تھا۔ہم شاید کسی وقت تھک گئے ہوں گے لیکن گریٹ باب گبوڈی ہردم تیاراور تازہ دم نظر آئے۔باب وقت کے بہت پابندتھےانہوں نے کلاس میں اپنے سامنے ایک گھڑی رکھوائی ہوئی

تھی ہمارے بعض شرارتی کلاس فیلو سیشن جلدی ختم کرانے کےلیےاس گھڑی کوکبھی کبھی آگے بھی کردیا کرتے تھے لیکن کبھی پکڑے نہ گئے۔آخری سیشن میں ہمیں ہماری محنت کا پھل دیا گیا۔سرٹیفیکیٹ کے ساتھ گروپ فوٹوایک مختصرتقریب میں باب اور کمال صدیقی صاحب نے تقسیم کیے۔

ورکشاپ ختم ہوچکی تھی لیکن کراچی میں مزید ایک دن کاقیام ابھی بھی باقی تھا۔اس وقت کافائدہ اٹھاتے ہوئے ہم نے جیوکارخ کرلیا،میں اور اویس آئی آئی چندریگرروڈ پر واقع جیوآفس پہنچے تو وہاں اسدہماراانتظارکررہےتھے۔جیوکے نیوزروم میں ایک گھنٹہ گزارادوستوں سے ملاقاتیں اور پھر واپسی،رات کو حمیر نے ہمیںجاوید کی نہاری

Opposition in Pakistan after discussing two days agrees on term of references (TOR) to set up a commission to investigates what appears in Panama papers on April 4th 2016.You can read opposition TORs as under and in last i also placed TORs on what government of Pakistan wrote to Supreme court  to set up a commission a week ago.

Opposition TORs: WHEREAS the disclosures termed as PANAMA PAPERS have revealed that family members of the Prime Minister of Pakistan Mian Mohammad Nawaz Sharif, along with several other Pakistani nationals, have been maintaining offshore bank accounts and interests in offshore companies, investments and properties and other assets outside Pakistan, which they have not declared to any official authority in Pakistan;


AND WHEREAS such accounts, properties, assets, companies and investments appear to have been opened, incorporated, registered, made and/or acquired through undeclared sources, funds and means and, prima facie, to evade tax as well as scrutiny, accountability and liability under Pakistani law;

AND WHEREAS repeated public explanations and statements of the PM and members of his family have been manifestly contradictory inter se, and have raised more doubts and questions than they have answered;

And WHEREAS the Panama Papers revelations have brought Pakistan into disrepute globally by naming the Prime Minister’s family and other Pakistani nationals and have raised questions about the legality and propriety of their assets held abroad and in offshore companies;

AND WHEREAS it is necessary for the efficient and transparent functioning of the Government and the restoration of the image, honor and prestige of the country that all shadow of doubt be removed from the names of the PM, his family and other Pakistani nationals;

And WHEREAS the Prime Minister as the head of the executive has all the state investigative agencies under his control and hence the need for an independent Commission for across the board accountability;

1. Definitions:

a. Act shall mean the Panama Papers (Inquiry and Trial) Act

b. Commission shall means the Commission appointed under the Act

c. Prime Minister shall refer to Mian Muhammad Nawaz Sharif.

d. Family members shall mean and parents, spouse(s), sons and daughters and grand children

e. Respondent shall mean a Pakistani named in Panama Papers including the Prime Minister

2. The Commission shall inquire into the following questions arising out of the disclosures from PANAMA papers:

(i) What properties are held beneficially, benami or otherwise bought and sold by the Respondent and his family members during the period 1985 to 2016?

(ii) What sources of income were available to the Respondent and his family during this period?

(iii) What bank accounts were these funds kept in?

(iiii) Were the Respondent and his Family members not required to pay Income Tax in Pakistan for such incomes?

(v) On which date and through which banks were the funds utilized in the purchase of the properties abroad?

(vi) Lifting the veil of incorporation, who was the person(s) from whom the aforesaid properties were purchased?

(vii) It shall further be probed as to when were the properties purchased by the seller and with similar disclosure of bank and income tax statements of the seller.

(viii) Where a Respondent himself admits ownership of any properties abroad, what other properties, assets or interests did the Respondent or members of his family acquire by payments made from bank accounts from which the disclosed properties were purchased by the Respondent?

(ix) Is the accretion and acquisition of assets commensurate with the Income Tax paid year wise by the Respondent and his Family since 1985?


(x) Whether opening, maintaining and operating offshore accounts by or on behalf of the Respondent and members of his family or being beneficiaries of such accounts could be regarded as legal or proper for him and/or his Family?

(xi) Whether the Respondent and his Family are required to disclose money trail/transfer of funds into their offshore accounts and money trail/transfer of funds out of such accounts for purchase of properties or other investments in foreign countries?

(xii) Whether the Prime Minister or his Family during their stay abroad from December 2000 onwards was State Guests on behalf of Pakistan?

(xiii) Whether any property, gifts or amounts received by them during that belonged to the State of Pakistan and were liable to be deposited in the State Exchequer?

(xiiii) Whether a Respondent by concealing the ownership and source of income through which the properties were procured, and concealing them in the nomination papers during the previous elections or before relevant tax authorities, has committed corrupt and illegal practices under the election/tax laws?

(xv) Whether all transfer of funds, purchase of assets and all other investments and transactions can be chronologically reconciled by the Respondent or his Family?

3. A Special Law titled “PANAMA PAPERS (INQUIRY AND TRIAL) ACT, 2016” be passed to facilitate the investigation into the assets, foreign and domestic, of the Prime Minister and all other Pakistanis named in the Panama Papers, which shall be formulated with the consensus of the Opposition and shall contain provisions for:

a. A special Commission headed by the Chief Justice of Pakistan and comprising of two other Judges of the Supreme Court of Pakistan to be nominated by the Chief Justice.

b. The Commission may appoint a committee of experts (hereinafter referred to as the “Committee”) in international forensic audit to carry out an exhaustive investigation and audit into the offshore companies and their accounts owned by the Respondent and his family including all transactions, sales and purchases of all assets, moveable and immoveable, including stocks, shares, debentures and equitable or benami interests, opening and operation of all bank accounts, including offshore bank accounts and incorporation of all companies including offshore companies whether directly or behind corporate veil(s) wherever in the world they may be.

c. It shall be the critical duty of the Committee to verify the money trail, which provided funds for such offshore companies and the consequential payments out of such funds for investments and other financial transactions.

d. The Commission shall direct the Respondent to give a mandatory authorization by an irrevocable general power of attorney empowering the Committee and/or its designated members, to lift all corporate veils, access all bank accounts, offshore companies and accounts, stock exchange accounts, corporate registers including registers of shareholders and directors, land and estate records (by whatever name or nomenclature called in any given jurisdiction), and the facilitation of the Committee/Member by the Respondent by any other means that may be required by any foreign jurisdiction, governments, authorities or officials concerned and such facilitation may include the signing of any documents, forms, applications, requests or authorizations required;

e. The Act shall provide for an irrebuttable presumption of guilt in the event the Respondent refuses or fails to give the authorization or extend the facilitation referred to in clause (d) above;

f. A presumption, [in line with the Prevention of Corruption Act 1947, the Ehtesab Act 1997and the NAB Ordinance 1999], that once ownership of the Respondent or his Family of an asset or interest is proved, or admitted, (whether as banamidar, beneficiary or trustee or in any other capacity), the burden of proving that it was lawfully acquired through legitimate sources, funds, and a lawful mode, shall be on the Respondent;

g. In case a Respondent and his Family omit to extend fullest cooperation to the Committee or if they are unable to rebut the presumption that the assets were not acquired through legitimate sources, funds and means, the Commission shall direct them to forthwith liquidate and bring those assets and funds to Pakistan where the State shall forfeit them.

h. Before the Commission enters upon any Inquiry, the Respondents (starting with the Prime Minister his Family as volunteered by himself) shall place all and complete information of all their worldwide moveable and immoveable assets and interests in properties, benami, beneficial, offshore or otherwise held at any time since 1985 along with full details of the Income

Government TORs:

The Commission of Inquiry shall have the following Terms of Reference:- 

(1) to examine information relating to: - 
(a) involvement of Pakistani citizens, persons of Pakistan origin and legal entities in off-shore companies in Panama or in any other country; and, 
(b) involvement of former and present holders of public office in:- 
(i) writing off their own bank loans or those of their immediate family members through political influence; and, 
(ii) transfer from Pakistan of funds which have originated from corruption, commissions or kickbacks; 
(2) to determine whether, in any case referred to in (1) (a) and (b) above, any law for the time being in force in Pakistan has been infringed; 

(3) in case the answer to (2) above is affirmative, to determine responsibility for such infringement; and, 

(4) to make such recommendations as may be deemed appropriate. 

3. The Commission shall, in addition to the powers under section 4 of the Act, have all the additional powers under section 5 ibid, including the powers mentioned in sub-paragraphs (1) to (4) below: -

(1) The Commission shall have powers under the Code of Civil Procedure, 1908 for:
(a) summoning and enforcing the attendance of any person, including a tax expert or accountant, and examining him on oath; 
(b) requiring the discovery and production of any documents; 
(c) receiving  evidence on affidavits; 
(d) issuing commissions for the examination of witnesses on documents; and, 
(e) requisitioning any public record or copy thereof from any Court or office. 
(2) The Commission shall have the powers to require any person, subject to any privilege which may be claimed by that person under any law for the time being in force, to furnish information on such point or matters as, in the opinion of the Commission, may be useful for, or relevant to, the subject matter of the inquiry. 
(3) Any officer not below the rank of a gazetted officer, specially authorized in this behalf by the President of the Commission may enter any building or place where the Commission has reason to believe that any books of account or other documents relating to the subject matter of the inquiry may be found, and may seize any such books of account or documents or take extracts or copies therefrom subject to the provisions of section 102 and section 103 of the Code of Criminal Procedure, 1898, insofar as they may be applicable. 
(4) Any proceeding before the Commission shall be deemed to be a judicial proceeding within the meaning of sections 193 and 228 of the Pakistan Penal Code, 1860. 

4. The Commission shall be assisted by all the concerned authorities of the Federal and Provincial Governments. 

5. The Commission shall start the inquiry at a place and on a date to be fixed by it and shall submit its report to the Federal Government in accordance with its Terms of Reference. 

6. The Cabinet Division shall provide secretarial assistance to the Commission.
